Wooden fence posts rot when they’re exposed to moisture in the soil below ground level.
If you have rotting fence posts, they’ll be unstable and your fence will have movement, which could ultimately lead to further damage to your fence and posts.

The concrete spurs strengthen the posts and your fence, cutting out movement and preventing any further damage.
